Kelly Lockhart

Kelly Lockhart, Executive Director

Kelly Lockhart is a 2000 graduate of Eastern Illinois University, with a Bachelor of Science Degree in Geography and a concentration in Geographic Information Systems. While at Eastern Illinois University, Kelly was awarded the Errett and Mazie Warner Presidential Award for excellence in Geography. Kelly has continuing education in ESRI's suite of GIS software, as well as Oracle Database Administration. He is a certified database administrator in Oracle product and a certified user of ArcInfo.

In 1999 and 2000, Kelly was an intern for Coles County Regional Planning & Development Commission and was hired as an Assistant Planner in September 2000. Kelly became a Community Planner in 2004. While at the Commission, Kelly has worked on a variety of projects including the management of the Coles County GIS and Mattoon, Illinois GIS. Kelly has also worked on several planning projects including the Coles County Comprehensive Plan, Mattoon, Illinois Comprehensive Plan, Marshall, Illinois Comprehensive Plan, and Arthur, Illinois Comprehensive Plan. Kelly is currently on the AUGI (Arc Users Group of Greater Illinois) Board of Directors and served as AUGI President in 2006.

Susan Summers

Susan Summers, GIS Analyst

Susan graduated from Eastern Illinois University in 1983 with a Bachelor of Science degree in Geography. Susan has recently completed her ESRI ArcGIS certification from Eastern Illinois University.

Susan began working for Coles County in January 2006 as a GIS Technician. Susan began maintenance on the GIS mapping system and has expanded her role into developing new layers and resolving parcel discrepancies. Before coming to Coles County, Susan had worked in the software industry for more than 15 years. She worked on software testing and systems engineering and digital and automated (Department of Defense) mapping systems. Susan began her mapping career updating nautical charts by hand.

Kevin McReynolds

Kevin McReynolds, Grants Compliance Manager

Kevin McReynolds began work at Coles County Regional Planning and Development Commission in September of 2006 after interning here for the prior two semesters. In 1991, Kevin graduated from the University of Illinois with a Bachelor of Science in Electrical Engineering and has since attended Lake Land College, earning his ESRI Spatial Analyst and Raster GIS Certificates as well as an Associates Degree in CAD. Kevin is proficient in many software suites, including ESRI's ArcGIS, Microsoft Word, Excel, Powerpoint, and Access. Kevin also has experience in networking and computer hardware.

Kevin is currently serving his third term on the Moultrie County Board and Chairs the Road and Bridge Committee. He is also on the Public Health and Safety Committee, Finance Committee, Budget Committee, Legislative Committee, Personnel Committee, and the Heartland RC&D Board.

Jackie Galletano

Jackie Galletano, Community Planner

Jackie Galletano is a 2000 graduate of Charleston High School and went on to receive her Associate’s Degree in Liberal Arts from Lake Land College in 2002 on a tuition waiver she received for academic achievement. After working 8 years in various financial institutions in the area, both as a Teller and an Assistant Supervisor, she came to work for CCRP&DC as an Administrative Assistant in February of 2011. She now assists in administering various programs, such as the Emergency Food and Shelter Program and several local housing projects, as well as performing general office duties.

Noah Spence

Noah Spence, GIS/IT Manager

Noah Spence is a 2011 graduate of Lake Land College with an Associate's Degree in Earth Science and 2013 graduate of Eastern Illinois University with a Bachelor of Science in Geography with a minor in GIS and concentration in Spatial Analysis.

Noah started with CCRP&DC as an intern through Lake Land College during the Summer of 2011. Noah oversees IT & GIS in the courthouse as well as many of our other offices in the county. Some of his projects include: Utility Mapping in Mattoon & Arthur, IL, creation and maintenance of County GIS web maps, and the assisting with the implementation of a new county phone system.

Cliff Shaw

Cliff Shaw, Housing Inspector

Cliff Shaw started with the Regional Planning Office in 2014 and is our Housing Inspector. He is graduate of Cumberland High School and earned a B.S. through distance learning from Liberty University. Cliff also served four years in the Army. He has 30 years of construction experience in all aspects of construction from new construction to remodeling to home inspection and maintenance. He is a licensed electrician and has several certificates of completion from building and trades courses.

Sarah Mummel

Sarah Mummel, GIS Technician & Solid Waste Coordinator

Sarah Mummel is a 2013 graduate of Windsor Jr/Sr High School and a 2015 graduate of Lake Land College in Mattoon, having received an Associate's degree of Science in Environmental Science with Cum Laude status. She has made appearances on the President's and Dean's list for academic excellence and is currently enrolled in the GIS program.

Sarah began as a GIS intern for the Regional Planning office through the Cooperative Work Study Program with Lake Land College in February of 2016. Sarah advanced to GIS Technician on November 1st, 2016. Some of her projects include utility mapping in Mattoon, Ashmore, and Oakland, editing the ALI database, mapping critical facilities and hazardous impact zones for Clark and Shelby counties, and employing a project tracking system for office needs. Not only does Sarah assist the office with various GIS related projects, but as Solid Waste Coordinator she works to create recycling programs countywide, solve waste discrepancies, and educate others regarding the importance of recycling.

James Beech

James Beech, IT Technician

James Beech began his position here as our new IT Technician in March of 2018, after honorably serving his country for 20-years in the United States Navy. James and family moved back to their home town of Charleston. Before working for Coles County, James worked in the Information Technology field at Shelbyville Memorial Hospital for three years. In 2017, he graduated from Lake Land college with an Associates in Network Administration.
