RULES

1. Shall have charge of all matters pertaining to rabies control, emergency services, public health and safety programs, including landfill operations, and tipping fee funds.

2. Shall attend whatever meetings of the Community Mental Health Board (708) it deems appropriate and advisable and shall recommend to the County Board the names of individuals who are qualified to serve on said Community Mental Health Board when vacancies occur.

3. One member of the County Board shall serve as the Board's representative on the Community Mental Health Board and the Public Health Board, such representative to be a member of the Health and Safety Committee.

4. Shall be responsible for the Offices of the Animal Shelter, Emergency Management Agency, Public Health and Mental Health and report to the Board each month.

5. Shall review the annual budget and tax levies submitted by the Health Department and the Mental Health Department.

6. Shall review the annual budget submitted by the Animal Shelter and EMA Office and submit the proposed budget to the Finance Committee making any changes and modifications deemed appropriate.

7. Shall review the space requirements of the Offices of the Animal Shelter and EMA and make recommendations to the Building and Grounds Committee on the utilization of space.

8. The Health and Safety Committee membership shall be five (5).

PREVIOUS MEETING MINUTES

HEALTH & SAFETY COMMITTEE
July 23, 2007

 

The Health & Safety Committee was called to order at 5:00 p.m. with the following members present: Doyle Anderson, John Hurst, Shane Rogers and Marc Weber, Chairman, presiding. Ray Allen was absent.

Also attending were: Tom Watson, EMA Director; Julie Deters, CARE Center Manager; Steve Ferguson, State's Attorney; and Elaine Karpus-Komada, Administrative Assistant.

Mr. Watson updated the members on the activities of the EMA Office as follows:
1. During the last two weeks of June and the first two weeks of July, two thunderstorm warnings and two thunderstorm watches were issued and three funnels were sited.
2. Responded to a hazardous material incident at EIU.
3. The Dive Team held certification training.
4. Attended a EMA Regional Meeting in Flora.

The CARE Center monthly reports were distributed to the members. The members discussed the use of donation funds.

Old Business:
1. Mr. Ferguson updated the members on the property in Rardin. The petition for demolition will be filed with the Circuit Clerk this week. Chairman Weber will meet with the Treasurer regarding funding for this expenditure.

Miscellaneous Business:
1. The members reviewed the Coles County Animal Control Ordinance and the State Animal Control Act. Ms. Deters will meet with Mr. Ferguson and make revisions to incorporate these two documents for review at the next meeting.

On a motion by Mr. Anderson and a second by Mr. Rogers, the meeting adjourned at 6:15 p.m.
