Susan Summers - GIS Analyst
Susan has been with CCRPDC January 2006.
Kevin McReynolds - GIS/IT Technician
Kevin McReynolds began work at Coles County Regional Planning and Development Commission in September of 2006 after interning here for the past two semesters. In 1991, Kevin graduated from the University of Illinois with a Bachelor of Science in Electrical Engineering and has since attended Lake Land College, earning his ESRI Spatial Analyst and Raster GIS Certificates as well as an Associates Degree in CAD. Kevin is proficient in many software suites, including ESRI's ArcGIS, Microsoft Word, Excel, Powerpoint, and Access. Kevin also has experience in networking and computer hardware.
Before coming to Coles County Regional Planning and Development Commission, Kevin was a Co-op Engineer for General Electric and the Road District Maintenance Technician for Marrowbone Township in Moultrie County.
Kevin is currently serving his second term on the Moultrie County Board and Chairs the Road and Bridge Committee. He is also on the Public Health and Safety Committe, Finance Committee, Budget Committee, Legislative Committee, and Dive Team Committee.
Kristy Dawson - Housing Rehabilitation Program Coordinator
Kristy is a 2009 graduate of Eastern Illinois University with a Bachelor of Arts degree in Sociology. After graduating Kristy was employed by C.E.F.S. as the Housing Counselor in the Moultrie county outreach office. While working at C.E.F.S. Kristy gained knowledge and experience with various grants and funding sources such as DCEO, HUD, CSBG, HPRP and EFSP(FEMA). Kristy is now employed with CCRPDC as the Housing Rehabilitation Program Coordinator.
Greg Ferguson - Housing Rehabilitation Manager
Greg Ferguson has been with the Planning Commission for over eight years and served as building inspector for various housing rehabilitation and code enforcement projects throughout the region. Greg holds several State of Illinois licenses incliding Lead Paint Risk Assessor/Inspector, HVAC Freon Certified, and is an Illinois Certified Home Inspector. Greg is also a licensed Electrician and has two years experience as a municipal electrical inspecotr.
Greg has been involved with more than 27 housing rehabilitation grants, which included the rehabilitation of over 180 homes throughout the area. Greg's involvement includes: initial home inspections, lead paint assessment, work write-ups, cost estimates, securing contractor bids, progress, and final inspection. Greg now serves as the Housing Rehabilitation Manager.
Doug is a 1975 Political Science honors graduate of the University of Illinois, Urban-Champaign. He received a Master's Degree in Public Administration (M.P.A.) from Sangamon State University (now the University of Illinois, Springfield) in 1981.
He was operations manager of the $33,000,000 State of Illinois Community Development Block Grant Program in 1984. From 1984 to 1991, Doug was Executive Director of the North Central Illinois Council of Governments, a six county regional planning commission based in Princeton, Illinois.
Since December 1991, he has served as Executive Director of the Coles County Regional Planning & Development Commission. Doug has served three terms as President of the Illinois Regional Planning Commission State Association. In 2003, he co-authored an award winning guidebook on community strategic planning. He has over 30 years of experience in the community planning and development field. He has overseen the preparation of many successful community planning and development projects and is frequently consulted on community planning and development issues.
Doug specializes in economic development related issues.
Kelly Lockhart - GIS Manager
Kelly Lockhart is a 2000 graduate of Eastern Illinois University, with a Bachelor of Science Degree in Geography and a concentration in Geographic Information Systems. While at Eastern Illinois University, Kelly was awarded the Errett and Mazie Warner Presidential Award for excellence in Geography. Kelly has continuing education in ESRI's suite of GIS software, as well as Oracle Database Administration. He is a certified database administrator in Oracle product and a certified user of ArcInfo.
In 1999 and 2000, Kelly was an intern for Coles County Regional Planning & Development Commission and was hired as an Assistant Planner in September 2000. Kelly became a Community Planner in 2004. While at the Commission, Kelly has worked on a variety of projects including the management of the Coles County GIS and Mattoon, Illinois GIS. Kelly has also worked on several planning projects including the Coles County Comprehensive Plan, Mattoon, Illinois Comprehensive Plan, Marshall, Illinois Comprehensive Plan, and Arthur, Illinois Comprehensive Plan. Kelly is currently on the AUGI (Arc Users Group of Greater Illinois) Board of Directors and served as AUGI President in 2006.
Kelly Considine - Administrative Assistant
Kelly Considine has been with the Planning Commission for over three years. Kelly has over 15 years work experience in administrative support. Prior to Coles County Regional Planning & Development Commission, she was employed as a 911 dispatcher and Warranty Administrator at a manufacturing facility.
